Delegates from all colonies except Georgia—needing British support in its fight against Native Americans—convened in Philadelphia from September 5 through October 26 and, through compromise and mutual, sometimes grudging, respect, came to agreements. STUBBORN MINISTRIES Although they repealed the Stamp Act, Rockingham’s ministry also passed the Declaratory Act in 1766, asserting the right of parliament to tax the American colonies.
